Stephen advises public sector bodies on public and commercial law matters generally. Clients advised include the National Institute for Clinical Excellence, the Human Fertilisation & Embryology Authority, the Higher Education Funding Council for England, the Qualifications and Curriculum Authority and local government organisations. Recent work includes judicial reviews in the health, education and local authority sectors, regulatory enforcement proceedings, major misconduct enquiries, partnering and joint venture working between public and private sectors and freedom of information issues. Stephen has Higher Courts' rights of audience.
