David was the Senior Partner of Beachcroft from 1996 to 2005, having become a partner in 1969.He is Chairman of Brightwater Consulting (which trades as Beachcroft Consulting) and Chairman of the Financial Services Division of Beachcroft.

He specialises in Financial Services and led the legal teams on the ABI’s Raising Standards Initiative, on the establishment of the PPIAB, on the creation of AIFA, and the setting up of the Pensions Advisers Support System Ltd.He also advises on European issues, including the present Commission Inquiry into business insurance. He was awarded the MBE in 1973 and elected Member of Parliament for Wirral in March 1976.He has been a member of the Privy Council since 1990.From 1979 to 1995 he was a member of the UK Government, including Cabinet posts as Secretary of State for Wales, Secretary of State for Employment and Chancellor of the Duchy of Lancaster.He was Treasurer of the Queen’s Household from 1987 to 1989.He stepped down from the Cabinet after 5 years in July 1995 to become Senior Partner.He was made a life peer in 1997.
